I beg to give Notice of the following Motion- THAT, pursuant to Section 25 (7) of the Public Finance Management (PFM) Act and Standing Order No. 187 of the Senate Standing Orders, this House adopts the Report of the Standing Committee On Finance and Budget on the 2021 Budget Policy Statement (BPS) and Medium Term Debt Management Strategy, laid on the Table of the Senate, today, Wednesday, 24th February, 2021.

Mr. Deputy Speaker, Sir, from the information that the Assistant Minsiter has given to this House, it is very clear that the Ministry has taken one year and three months to think about the composition of the Council. The students, their parents and the nation are in agony. Could the Assistant Minister be specific and give us a timeframe within which a Coucil will be put in place? He should not tell us that this will be done "soon". How soon is "soon"?

Mr. Speaker, Sir, I want to thank the Assistant Minister for making an effort to reply to the Question. However, I am worried that he has not told us the steps he has taken against the elephants that have destroyed crops worth Kshs4 million.

Mr. Speaker, Sir, right now, the residents of Machakos Town are very thirsty. In the circumstances, could the Minister institute some measures to ensure that the residents of Machakos Town are supplied with water today or tomorrow? We have facilities and personnel lying idle in our barracks!

asked the Minister for Industrialization: (a) whether he could explain the circumstances surrounding the closure of Uplands Bacon Factory Limited about 25 years ago; and, (b) what immediate measures he is taking to revive the factory which was a source of livelihood to many local people. I would like to apologise because I did not ask this Question last week. I was attending a funeral of some two principals who were murdered in my constituency.

Mr. Temporary Deputy Speaker, Sir, I thank the Minister for very ably trying to answer my Question. However, he has left out a grey area in his reply. As you may have noted, this factory started to operate in 1906. It started to experience problems in the 1970s, meaning that it operated without any problems and very successfully for about 64 years. When the Government directed some attention to the operations of this factory, it took a short time to close down the factory. We know that the factory started experiencing problems from 1980 and closed down in 1987. That ...

Mr. Temporary Deputy Speaker, Sir, once again, I want the Minister to give a more convincing answer in this issue, because we note that the money that was injected by the Government, in the two instalments deducted, amounted to Kshs75.8 million. We are aware that our Government has ejected more money to revive the National Bank of Kenya (NBK) and the Kenya Commercial Bank (KCB). Why has it not been possible to make sure that, that industry is revived for the benefit of our people in that area?

Mr. Temporary Deputy Speaker, Sir, as I stand to support the Minister for June 18, 2008 PARLIAMENTARY DEBATES 1211 Finance for ably presenting the Budget Speech, I would like to highlight one or two points. The first one concerns the modernization of the Port of Mombasa. The Minister raised the issue of a free port.
