  • 6 May 2008 in National Assembly: Mr. Speaker, Sir, this issue of examination leakage has really caused a lot of concern in our country. I would, however, like the Assistant Minister to state very clearly why certain candidates who never sat for the examinations were awarded marks while the others who sat for the examinations and had very good marks had their marks lowered. What steps have been taken to avert this from recurring during the examinations which will be done this year? Finally, Mr. Speaker, Sir, some reports are out that some computers were being blamed for these examination irregularities. What has the Assistant Minister ... view
  • 24 Apr 2008 in National Assembly: Mr. Deputy Speaker, Sir, we have noted that in this House the Assistant Minister has given some affirmative information concerning fertilisers. It is also in public domain that there has a very serious campaign to the effect that fertiliser should be available in the market as soon as possible. In other words, it is more like a story that is circulating in the whole nation. It would be the in the interests of this House to terminate this issue of fertilisers by acting effectively. What I am trying to drive at is--- view
  • 24 Apr 2008 in National Assembly: Could the Assistant Minister give us the time frame within which the fertilisers will be available to the farmers and where they are likely to start distributing it? Again, could he show serious commitment in this House, so that the anxiety and tension that we have in the nation is contained? view
  • 16 Apr 2008 in National Assembly: Madam Temporary Deputy Speaker, emanating from the Statement given by the Minister, it is notable that he has made a very timely move to bail out the water companies. I would like the Minister to take a step further and probably inform the House how much money is owed by these water companies. Madam Temporary Deuty Speaker, secondly, I want to know whether the issue of the credit facility of 30 days was initiated by the managers of the water companies or it was an issue that the Minister thought would guarantee the proper operation of these water companies. If ... view
  • 15 Apr 2008 in National Assembly: Madam Temporary Deputy Speaker, as I note with a lot of joy the presentation of this Bill by the Minister, I would like to probably limit my contribution to two observations. I note that our country has been a hub, or granary, for supplying very qualified accountants to the rest of the world, and in particular to the African continent. To maintain this trend, spirit, and a very worthy contribution, it is important that we continue to supply corrupt-free, qualified and very disciplined professionals. This Bill, therefore, comes at a very critical time and points further to this direction. We ... view
  • 13 Mar 2008 in National Assembly: Mr. Speaker, Sir, my name is Mr. David Njuguna Mwaura from Lari Constituency where we had the famous Lari Massacre in 1952 and where a lot March 13, 2008 PARLIAMENTARY DEBATES 157 of damage was done to human life. Houses were burnt. People were murdered and lot of suffering was encountered by our people. However, one thing that makes me very happy is the statement that was issued by the late President, Mzee Jomo Kenyatta, when he came out of detention. In his wisdom, he requested the Kenyan people, particularly those who were affected by these massacres and atrocities to ... view
