Mr. Speaker, Sir, I want to join my colleagues in thanking the Prime Minister for paying tribute to the Members. I wish to pay tribute to the Members. The Minister has said that Dr. Rop was retired under the 50-year rule and then re-engaged on a contractor for a further three years. For all the time that he worked, did he not exhibit the misconduct that he is now being accused of?

Mr. Speaker, Sir, I am appalled by the answer from the Minister. This is a perennial thing. Year after year when the rains come, there is increased production and the prices that are paid to farmers go down. They have to pour down some of the milk and yet KCC, which falls under his Ministry, cannot plan so that farmers are not exploited and excess capacity can be taken from the farmers. I cannot wait for us to go into County Government so that we can take charge of our destiny.

On a point of order, Mr. Speaker, Sir. Is the Minister in order to mislead the House that the private milk processors are there to take the extra milk whereas all they do is to give farmers peanuts and exploit them? Is he in order to mislead this House?

Mr. Temporary Deputy Speaker, Sir, we have summoned the Ministry officials and those from the Nairobi City Council to come to the Committee because there have been complaints that instead of selling – there was an embargo to that effect – they are now entering into 25 years, 30 years and 50 years leases which are equal to selling. We have not completed writing the Report. In fact, we are just about to start writing the Report.
