Finally, we have an opportunity to reimagine our tax regimes. As we are managing our water, we can think of ways of incentivising people who are going into conservation of water. We can reimagine how we incentivise our developers to think of ways of coming up with creative architecture, creative urban planning and, creative city planning because of the incentives we are going to give.

My concern had been the amendment that sought to delete the provision in the Bill which would allow the members of the SRC to serve on a full time basis. To my mind, we could not, as a House, be seen to relegate such an important Commission to serve on a part-time basis while we know that this country over and over is faced with a myriad of challenges arising from an ever- ballooning wage bill. For this reason, I commend the Chairman for withdrawing these amendments. It sits well right now.

Hon. Speaker, I wanted to know if it is in order for the honourable Member to state that Members of Parliament and their relatives can never take their patients or themselves to KNH while I go to KNH and my relatives still also do. The fact is we are the ones making decisions for this country. Some of the decisions we make have an impact on national institutions and we are also consumers of the services that are offered in those national institutions.
