Coming from a pastoralist community, in the olden days, maybe cattle rustling was considered an art. If you were very smart than your opponent, you could take a few cattle off them. But I think it is an art whose time has passed. It is almost considered a normal crime when cattle rustling takes place between the area of Tigania, Isiolo, Marsabit and Samburu. I did not know that he comes from a family that was running Kenya’s security for a few generations. The issue of security in our schools is really important. As a parent, when I send my young son or daughter to school for eight hours or a boarder who will be there for three months, then I worry about the safety and comfort of the child while he or she is in the precincts of the school. I think the issue of Mau is live and it will be with us for a while. So, he should hold his horse. We want to applaud those schools that have already installed CCTV cameras. A good example in my constituency of Saku is Moi Girls’ School where recently, there was a dorm that was partially burnt. While supporting this, in our schools, we normally have one or two watchmen who look after the school security. That is not good enough because most of the schools, with the current numbers of enrolment, some with up to 1,200 youngsters, the idea of watchmen looking after the security of a school is a thing of the past. The Constitution is very clear in terms of what public, private and community land is. An example is the construction of the Nairobi-Addis Ababa Highway or the Isiolo- Moyale Road in the county of Marsabit; which is a good road. It has opened up our area to development.   • 27 Jun 2018 in National Assembly: Thank you, Hon. Deputy Speaker. I rise to support this Petition. It confirms the impunity and lack of responsibility that we are witnessing in the Government. It was very sad during the rainy season when almost three counties were under water. Nobody was coming out clearly to say what help those citizens were receiving either from the parastatal called KenGen or from the national Government, for that matter. Article 95 of the Constitution tells us that we can bring anything before Parliament, but I think it would be misguided for this Parliament to encourage gambling, use of drugs and allow youngsters to steal money from families. That is unacceptable. But the Member has the right to bring whatever petition. On the second one of human-wildlife conflict, I think it is a serious issue in this country.
