  • 23 Nov 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I wish to second this very important Bill by my colleague Hon. Neto, which aims at repealing the Refugee Act of 2006, Cap. 173 of the laws of Kenya. First, allow me to thank my colleague, Hon. Neto for bringing this very important Bill. I also wish to thank the partners who helped us, particularly the RCK. Many of our Members did not know much about the operations of refugee camps. We visited Dadaab refugee camp and consulted widely. We supported each other. I remember us working together with the Human Rights Caucus when we ... view
  • 23 Nov 2016 in National Assembly: Kenya Government. It also ensures that Kenya complies with international obligations that concern refugees. Hon. Deputy Speaker, this Bill aims at the recognition and protection of refugees. It gives effect to the international conventions that are related to the status of refugees. It is very important that our colleagues pass this Bill because it will solve many of our problems concerning refugees. The main concern in this Bill is the host community. The refugees have been here for too long. They came here way back in the 1990s. When they were coming, we did not anticipate that they would be ... view
  • 23 Nov 2016 in National Assembly: Region, which our Kenyan defence forces have played a very important role in pacifying. Therefore, we need to laud our efforts and the efforts of our gallant soldiers in the Kenya Defence Forces (KDF) for doing such wonderful work in compliance with international law. We have not heard our KDF being involved in rape, persecution or torture of the local community in Somalia. So, this is very important. That is what has made it possible for the refugees to be repatriated. As we repatriate refugees, we must also take care of the interests of the host community. What is going ... view
  • 23 Nov 2016 in National Assembly: With these many remarks, I second this Bill. But, while we support repatriation, I want to make it very clear the concerns of the Kenyans who have double registration must be met. Otherwise, we will even stop the repatriation programme. Thank you. view
  • 6 Oct 2016 in National Assembly: Thank you, Hon. Speaker. I also wish to support Sessional Paper No.1 of 2015 on the National Policy on the Elimination of Child Labour. I want to congratulate Hon. Millie Odhiambo for her bold move in sponsoring that law. I agree with her fully that this country has laws but we lack implementation. I hope the passage of this Policy will not be in vain because it has very important components. If we implement it, it will have a big impact in terms of elimination of child labour. A number of interventions have been taken up to address the issue ... view
  • 6 Oct 2016 in National Assembly: I also want to talk about orphans and the vulnerable children support programme. It is a very good programme. It has spread out to many parts of the country. view
  • 10 Aug 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to second this Bill to amend the Public Benefits Organisations Act. I first wish to thank my colleague, Hon. Neto, for bringing this very important amendment because it is going to operationalise the PBO Act that has been in limbo for the last three to four years. This is a very good piece of legislation. Unfortunately, it has not been operationalised because of reasons we do not understand. We believe that once this amendment goes through, the Act is going to come into operation. As a country, we need the PBO Act ... view
  • 10 Aug 2016 in National Assembly: they also provide employment and grow the economy. By this law coming into force, it will help in establishing an administrative and regulatory framework within which PBOs can conduct their affairs. It will also help in encouraging PBOs to maintain high standards of governance, transparency and accountability and to improve those standards. The coming into force of this very important Act, which has been in limbo for the last four years, will help in the creation of an environment within which the public may have access to information concerning registered PBOs. It will also help in promoting the spirit of ... view
  • 10 Aug 2016 in National Assembly: I also wish to say that the Government and the PBOs will comply with the principles of effective collaboration as set out in the First Schedule of this Act once it is enforced. One very important thing is that this Act will place the current NGOs Coordination Board under a PBO regulatory Authority that will have a proper structure of a board that will set qualifications and requirements, both academic and experience. This board is going to do a good job in collaboration with the Government and PBOs, so that this sector is properly structured and well- coordinated with the ... view
  • 10 Aug 2016 in National Assembly: Thank you, Hon. Deputy Speaker. With those few remarks, I wish to stop there and strongly second this amendment and request my colleagues to do the same. I hope that immediately it is passed in Parliament, it will be assented to by the President and it will become law within 14 days. view
