Secondly, we have allocated the National Police Service (NPS) enough resources. They should buy advanced photocopy machines for all the sub-counties so that our people can get the P3 Forms free of charge. The Jubilee Government is digital.   • 19 Oct 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker as well as the Member for Changamwe Constituency. I rise to support this Motion. On that matter, I want to say that free issuance of P3 Forms is possible because the Government has shown its ability. The Government is able to do this because we have free issuance of identity cards. The Jubilee Government has also provided free maternity services. Definitely, as per the Motion by Hon. The Public Benefits Organisation Act, No.18 of 2013 is very important. Its problem and greatest disaster is its in-operation or dormancy. The Public Benefits Organisations (Amendment) Bill is a very good Bill whose intention is to operationalise this particular Act. When Members of Parliament pass a Bill and it remains in-operational it undermines the supreme authority that was given to Parliament to make laws.
