  • 9 Jun 2010 in National Assembly: Mr. Speaker, Sir, I would also like to lend my hand in thanking the Right Honorable Prime Minister for a very clear statement. It is clear that it is in the interest of this country that we have the new Constitution. It has been clarified that this House unanimously passed the proposed new Constitution. We all know that the Cabinet has the rule of collective responsibility. What is the Government doing to ensure that all the Cabinet Ministers toe the same line? view
  • 15 Apr 2010 in National Assembly: Thank you, Mr. Speaker, Sir. It is really disturbing when you have Ministers come to the House with very sketchy answers. The issue at hand is a very serious one. The problem of street children in this country is worrying. It is actually a time bomb and it is high time the Ministry rose to the occasion to take care of these children. What is the Ministry doing to ensure that the children in Mombasa are taken care of properly because the information he has given is not correct? There is no psychological support that the Ministry is giving. If ... view
  • 15 Apr 2010 in National Assembly: Mr. Speaker, Sir, now that the Assistant Minister has agreed that the retirees should be paid their dues, can he also order that the accrued interest to date should be paid to these retirees? view
  • 14 Apr 2010 in National Assembly: Mr. Deputy Speaker, Sir, the state of street children in this country is alarming, because the Government is actually failing in its duty of taking care of the children. The Assistant Minister has talked about the Tononoka Social Hall where children are supposed to be rehabilitated or assisted. I have been to the hall and it is a joke. There is absolutely nothing going on at Tononoka Social Hall. There is no counseling or psychological support for the children. They eat and that is it. If something was happening and with 6,000 street children in Mombasa, we could not be ... view

  • 14 Apr 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is it in order for the Assistant Minister to avoid answering the question? The question is: Where do the 900 children sleep? view
  • 14 Apr 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is it in order for the Assistant Minister to avoid answering the question? Where do the 900 children sleep? Do they sleep on the streets, in Tononoka Hall or under the bridge in Nyali? 10 view
  • 7 Apr 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, this Government is in the habit of abdicating its responsibilities. In normal circumstances, when a contractor fails to meet the requirements of a tender, the usual practice is to go to the second lowest evaluated tenderer. Why did the Ministry decide to cancel the tender altogether? view
  • 24 Mar 2010 in National Assembly: asked the Deputy Prime Minister and Minister for Finance:- (a) whether he could provide the details of the procurement of four boats by the Kenya Revenue Authority in 2007, indicating when the contracts were signed and with which companies, when the boats were delivered, giving the reasons for the delay in deliveries and whether due diligence was carried out on the two companies contracted to supply the boats; (b) what the physical conditions of the boats are and whether the boats are still performing satisfactorily; and, (c) what he is doing to ensure that the boats, which are substandard and ... view
  • 24 Mar 2010 in National Assembly: Mr. Deputy Speaker, Sir, I would like to thank the Assistant Minister for attempting to answer my Question. First, in part “b” of the Question, I had asked what the physical conditions of the boats are and whether they are still performing satisfactorily. He has not provided those details. Also, I have just received the document this morning which is very bulky. Even after going through them, I am not satisfied with the answer because there are a lot of sections of my Question which have not been answered. view
