  • 28 Oct 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for noticing me. I appreciate that you have given me time to support the Vote. I would like to thank the Minister for bringing the Vote, so that we can discuss it and support him. Mr. Temporary Deputy Speaker, Sir, the Ministry of Agriculture is very important. But, as my colleagues have said, the budget that is allocated to the Ministry is way too low. Mr. Temporary Deputy Speaker, Sir, I think that, that budget should be much higher. As the Minister said, if he brings the requirement for additional funding, this House ... view
  • 22 Oct 2008 in National Assembly: asked the Minister for Transport:- (a) whether he could disclose the total amount to be loaned to the Kenya Ports Authority (KPA) by the Japanese Government as well as the terms and conditions attached to the loan; (b) whether he could indicate the amount budgeted for in respect of consultancy, the construction component and equipment to be supplied by the Japanese Government; (c) whether he could table the Japanese companies that have formed joint ventures with Kenyan partners for the purpose of offering services as suppliers in the above arrangement; and, (d) whether he could explain why Kenyan companies are ... view
  • 22 Oct 2008 in National Assembly: Madam Temporary Deputy Speaker, I would like to thank the Assistant Minister for that comprehensive answer to the Question. However, my concern is that, at present, we have a lot of international companies ready to build terminals on a BOT basis. That means they will build, operate and after 20 years or so, they will transfer the terminals to Kenya. Why was it necessary to get into this high-cost project when we could have got free money from investors to build the terminal? view
  • 22 Oct 2008 in National Assembly: Madam Temporary Deputy Speaker, I would like to thank the Assistant Minister, however, I concur with my colleagues that the Assistant Minister could do a better job with my question about BOT. The fact that this House passed the Sessional Paper No.1 and accepted the Japanese loan of Kshs16 billion does not mean that it cannot be reconsidered. This is a lot of money. If we find that we can still get people who can build the terminal on BOT terms, this money could be directed somewhere else. I would also like the Assistant Minister to clarify whether the site ... view
  • 14 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, could the Assistant Minister confirm that the fertilizer will be made available to all parts of this country and not only the few sections he has mentioned and that the Ministry will also increase the distribution centres? view
  • 8 Oct 2008 in National Assembly: Mr. Speaker, Sir, going by the records, we realise that it is not possible for the Government to construct new prison facilities at this particular time. Is the Government thinking of hiring out these facilities from private developers in order to decongest the prisons? view
  • 5 Aug 2008 in National Assembly: asked the Minister for Transport:- (a) whether he could confirm that the Kenya Railways Corporation (KRC) was concessioned to the Rift Valley Railways (RVR) and that no agreement exists for assigning management responsibility to other persons not party to the concession agreement; (b) whether he could provide a list of all the expatriates with work permits, employed by the RVR/Sheltham, stating their respective expertise, academic qualifications and the monthly remuneration; (c) whether he could table the capital investment made by RVR in the rail system and further confirm that they are in accordance with its contractual obligations; and, (d) whether ... view
  • 5 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, I would like to thank the Minister for the response but as we sit here in the House and continue to talk about RVR, we know that the economies of this country and of regional countries continue to suffer. We also know that RVR entered into a management agreement with Sheltham PSI which is owned by one person who is actually the same one in RVR and Sheltham, that is Mr. Roy Puffet. Could the Minister confirm that he is moving with speed to ensure that the concession is cancelled and the railways is transferred to ... view
  • 31 Jul 2008 in National Assembly: asked the Minister for Transport:- (a) whether he could disclose when Kenya Ports Authority (KPA) will compensate squatters, land owners and businesses that will be affected and displaced by encroachment of the New Port Development to be funded using the loan advanced by Japan Bank for International Development, stating the total amount of compensation; (b) whether he could also disclose the amount of money the KPA will spend to acquire land to be used for establishment of the new port through the loan; and, (c) whether he could confirm to the House what he intends to do to ensure the ... view
  • 31 Jul 2008 in National Assembly: I wish to thank the Assistant Minister for the answer he has given so far. But my main concern is in the decision to build the second terminal at the site where it is proposed. The reason is that at the moment, the biggest one single problem we have is the off-take of cargo from Mombasa to upcountry. If the second terminal is built exactly at the site where it is proposed, has the Assistant Minister checked and confirmed that the second terminal will be able to handle cargo from that terminal to upcountry with the railway system that is ... view
