First, it emphasizes on the importance of training. Training is about capacity building.   • 22 Feb 2017 in National Assembly: medicine. In my view, training and capacity building are important. Most of the clinical officers operate in the rural areas. They offer very good services to members of the communities who cannot afford the services of doctors. The doctors only operate in big cities like Nairobi and Kisumu. In Gichugu, we have about three doctors in the whole constituency. Rural communities in Kenya depend on the services of clinical officers. If they are given an offer in a respectable and dignified manner, I am sure they would be willing to go back to work as we find more and more of what they want and fulfil their demands. From the outset, I would like to support this Policy Paper on slum upgrading and quickly inform the House that the world is rapidly urbanising and by 2050, 70 per cent of Kenyans will be living in urban areas. One of the reasons slums exist is because of poor economic status. I hope this is going to be addressed. Hon. Wamalwa said that Dr. Jane should first consider increasing the percentage of revenue allocated to counties. As the Member for Gichugu, Kirinyaga County, I am of the opinion that Dr. Jane Kiringai and the team should look at the formula used to divide money amongst counties. Before anything else, I would like to say that I support the Bill. However, as I support it, there are some glaring issues which should be corrected through some amendments so that the Bill can conform to the will of the Kenyan people.
