  • 17 Apr 2013 in Senate: Sen. Amos Wako, I am sure that you do not want the Senator for Siaya and the Chair to withdraw the kind words they had put in for you. So, you need to do it properly. Move your amendment. view
  • 17 Apr 2013 in Senate: Order, hon. Senators! When the Chair says “Order” it means he requires compliance, you do not keep standing. Let me dispose of this issue. It is true what Sen. Keter and Sen. Abdirahman have said. They are both right because Sen. Abdirahman says that his understanding was that the Deputy Minority Leader was not part of the list. If you look at those members listed from number one to five, those are already prescribed by the Standing Orders. That is why they are there. The rest of this membership has been proposed by the respective parties. So, you can be ... view

  • 17 Apr 2013 in Senate: Hon. Senators, we will proceed along those lines. Thank you, Sen. Orengo, for your assistance. You remember the Senator from Mombasa County rose on a point of order while wanting to contribute and I disallowed him. This is because you do not contribute when you rise on a point of order. So, he had definitely indicated at the very beginning his ... view
  • 17 Apr 2013 in Senate: The amended Motion is not on the Floor. view
  • 17 Apr 2013 in Senate: Hon. lady Senator, you will forgive me for the fact that I am still learning your names. view
  • 17 Apr 2013 in Senate: The hon. Senator from Mandera? view
  • 17 Apr 2013 in Senate: Order, hon. Senators. I have been agonizing, just like you, on how to proceed and save the Members from torture. First, let me clarify that the Chair did not propose the Motion as amended because up to now, the Motion has not been seconded. The closest it came to secondment was when the Senator for Siaya stood although he had disqualified himself from seconding it too. The debate has brought out issues that have enriched my own understanding. First, I cannot question that wisdom now because it is in the Standing Orders – the Majority Leader who is expected to ... view
