  • 19 Dec 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to move that The Constituencies Development Fund Bill be now read a Second Time. view
  • 19 Dec 2012 in National Assembly: This is a great day for the Constituencies Fund Committee (CFC) for promoting and publishing this Bill on the CDF, whose primary purpose is to align the CDF to the current constitutional dispensation. We have also made sure that the Board is lean and conforms to the normal size of the constitutional commissions. More fundamental is to ensure that the Fund continues to serve at the constituency level. The argument that we now have devolution should not arise because devolution is getting money from the Government. The same needs to be done at the constituency level, which the national Government ... view
  • 19 Dec 2012 in National Assembly: In the interest of time and knowing that this is very popular with the Members, I would plead that we restrict our submissions to minimal just like in the case of the Bill moved by the Attorney General. I beg to move and request hon. C. Kilonzo to second. view
  • 19 Dec 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to thank each and every contributor. The Committee is very alive to the issues raised by the hon. Members, in particular, the role of the MP. The Committee is extremely cognizant of the fact that if a Member of Parliament does not play a key role in the CDF, then it will die like many other devolved funds that we know. So, we have proposed amendments and further suggestions. By tomorrow, we will make sure that the Bill has the necessary amendments. view
  • 18 Dec 2012 in National Assembly: Yes, hon. Koech. view
  • 18 Dec 2012 in National Assembly: Order! The Chair has heard you. From the requests that I have, I am inclined to agree with hon. Odhiambo-Mabona and not hon. Noor. We will proceed. Proceed, hon. Nyambati. Members, be mindful because there is a lot of interest. Limit your contributions to maybe five minutes. view
  • 13 Dec 2012 in National Assembly: Mr. Speaker, Sir, I have a different matter but on that one of the Chairman of the Departmental Committee on Lands and Natural Resources, I know that on the Government side sometimes some Members help to look for others; could I volunteer to look for the Chairman for the Departmental Committee on Lands and Natural Resources, at least in the course of today, so that he can give an undertaking to the House? view
  • 13 Dec 2012 in National Assembly: Mr. Speaker, Sir, I will do so because I am meant to be with him tomorrow. view
  • 13 Dec 2012 in National Assembly: Mr. Speaker, Sir, mine is also a petition on the petroleum issues in Turkana County, which have been pending for the better half of the year. I am glad now that the Minister for Energy is here in person. Maybe, he is more than ready to give it to me. view
  • 13 Dec 2012 in National Assembly: Mr. Speaker, Sir, it was committed to the Minister for Energy, and that has been the position; it has not changed. view
