  • 4 Oct 2012 in National Assembly: Order, Mr. Ogindo! The Chair is very alert and the Chair gave you the first opportunity to contribute to the Minister’s amendment in recognition of the fact that you were an interested party to that amendment. The procedure is usually that immediately you rise to speak, then you actually start by saying: “I want to further amend”. You did not use that language. You just prosecuted the amendment. view
  • 4 Oct 2012 in National Assembly: We have heard you and the Chair will proceed to rule. view
  • 4 Oct 2012 in National Assembly: There are two amendments, one by the Minister and the other one by the Committee. Again, if the Minister’s amendment is sustained, then the one of the Committee will fall. Proceed, hon. Minister! view

Proceed, hon. Okemo! view
  • 4 Oct 2012 in National Assembly: What is it, hon. Ogindo? view
  • 4 Oct 2012 in National Assembly: That is a valid point of order, Mr. Minister. You need to respond to the specifics. Since there is interest in this matter, let us get contribution from hon. Midiwo and hon. Abdikadir. view

If you look at Article 206 of the Constitution and the concluding paragraph of the letter from the Attorney-General, there are two things you can do. You can reasonably exclude money from the Fund, which the law is attempting to do, but it can only qualify if it is payable to another public Fund. The KRA does not qualify to be a public Fund. The second one is (b). You can do ... view
