So, you are basically deleting the words “Cabinet Secretary” and inserting the words “The registry shall be headed by the Registrar of Treaties” before the words “who shall be appointed” and then you are deleting “by the Cabinet Secretary with the approval of the PSC” and add “through an open and competitive process.”

I am yet to instruct you then you can determine whether I am a good teacher and I can determine whether you are a good learner. The proposal from the Chair is that I will propose Mrs. Odhiambo-Mabona’s amendment and for you as a way of contribution, you make an amendment to the amendment. That will be the best way for us.
