  • 25 Apr 2012 in National Assembly: What is the Government doing other than just lowering the university admission point by two points, which obviously, we are not accessing because already the framework on the ground is not good enough? What is she going to do to ensure that she does not only spread the opportunities, but she actually makes sure that the money for secondary school bursaries is increased and boarding schools are set up as per the Government’s policy on nomadic schools? The number of teachers is another critical problem. We want a comprehensive answer on what affirmative action she is going to target, consistent ... view

  • 25 Apr 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. On a similar point of order, in the morning, because of the business on the Order Paper, we concurred that some Questions were deferred and all the statements. Some of us were expecting statements on the state of insecurity in Turkana County which the Government had promised to deliver this morning. I am asking for your guidance so that we are given another date. Secondly, in addition to your direction on hon. Kabogo’s Question, I agree entirely and hope that will be extended to some Ministerial Statements that Ministers have deliberately failed ... view

I rise to seek a Ministerial Statement from the Minister of State for Provincial Administration and Internal Security on the state of insecurity obtaining in the Turkana County. An incident took place at the border point of Lokiriama and Lorengiti where raiders from a neighbouring country attacked in the night of Thursday/Friday last week. Battles continued for the whole of Friday. Again, it is alleged that five people were killed and five sustained serious injuries and were rushed to the Lodwar District Hospital, a distance of over 100 kilometres. view
  • 19 Apr 2012 in National Assembly: In his Statement, I would like the Minister to provide the following information:- (i) Who are the attackers or the raiders, where were they coming from and how many were they? How many residents were killed, injured and displaced, how many livestock were taken away and/or recovered from the raiders how many security forces were killed or injured in the process? (ii) I would like him to explain the continued failure by the Government and the security forces comprising of the police, Administration Police (AP) and General Service Unit (GSU) to contain these raiders. (iii) I would like him to ... view
  • 19 Apr 2012 in National Assembly: Mr. Deputy Speaker, related to that one, is also an attack that took place in Todonyang, where the AP’s RDU Camp was actually attacked and the officers of Government were killed and injured. I would like the Minister to respond along the same lines, in terms of the attackers, in terms of the casualties and in terms of why the Government has failed even to protect its own personnel, that are supposed to protect the residents. At that rate, could the Minister assure this country and, in particular, the residents of Turkana County that they are safe given that even ... view
