  • 8 Mar 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I am seeking a Ministerial Statement on the state of insecurity and unfolding human crisis which is generally targeting most Kenyans in northern Kenyan, but especially the Turkana Community. view
  • 8 Mar 2012 in National Assembly: Mr. Deputy Speaker, Sir, I rise to oppose this Motion. view
  • 8 Mar 2012 in National Assembly: The Government side tends to believe that MPs must work up to midnight and beyond. We sacrificed when it was necessary. It is not necessary for us to do so today. We can do whatever we can do up to 6.30 p.m. and sort out the balance of the business on Tuesday and Wednesday and then go home. view
  • 8 Mar 2012 in National Assembly: Secondly, we raised fundamental issues this afternoon. One of them is about the state of insecurity in Turkana County and my good friend, the Joint Government Whip, is telling me to go there. Does he want me to go there and fight? I want the Government to protect my people. The Minister has agreed that he will give me the answer on Wednesday. I want to wait until Wednesday so that the Minister can give me the Ministerial Statement I requested. view
  • 8 Mar 2012 in National Assembly: Mr. Deputy Speaker, Sir, finally, I have always argued on the Floor of this House that the Government needs to form its Government Panel in order to take the business of this House seriously. Only yesterday, most Ministers were not in the House and they could not give an account as to why there were delays in giving answers to Questions or responding to Ministerial Statement requests. view
  • 8 Mar 2012 in National Assembly: With those remarks, I beg to oppose. view
  • 7 Mar 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. Is the Assistant Minister in order to mislead this House that “if need be”? The hon. Member says there is insecurity, it is up to the Assistant Minister to determine whether there is insecurity or there is no insecurity. If there is insecurity, he must provide security. view
  • 7 Mar 2012 in National Assembly: Mr. Speaker, Sir, my good friend Mr. Letimalo has raised one fundamental issue; why Sere Olipi in particular must be covered. This country in 1965 came with a Sessional Paper that dictated how economic growth will take place in terms of areas of high potential. Could you consider that in this day of mobile telephony you are also going to ensure that the remote and insecure areas are covered by mobile phone network as a matter of priority? When are you going to do so? All you have been telling us, we knew three years ago. view
  • 7 Mar 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. Ministers cannot be allowed to come and mislead this House. There is nothing to agree about Universal Service Fund (USF). It is in the law which he referred to. All they need to do is to roll this money for this godforsaken part of the country, so that we also have a network like the rest of Kenyans. This is the point the Assistant Minister is missing. We want him to ensure that priority is given to these areas that are not connected, so that we are not forgotten in the 21st ... view
  • 7 Mar 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. I will try to persuade you. I want to persuade you on two accounts. One, Standing Order No.40 allows the Prime Minister to be deputized by the Deputy Prime Minister. On such an issue of real serious importance, we have not been given any explanation as to why neither of the two Deputy Prime Ministers could deputize the Prime Minister while he is away, as provided for in the Standing Orders. On the second account, in fact, you are right. The decision to name a Member remains with the Speaker. That is ... view
