  • 2 Nov 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. I also wanted the Assistant Minister to know that he is not doing those Kenyans a favour. The Government is under obligation by law, under the Human Trafficking Act, to take care and actually repatriate those Kenyans back to the country. Following your directive, I hope that, tomorrow, he will come with the air tickets for those Kenyans because we will come with the law ourselves. view
  • 2 Nov 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. In fact, when you look at this Question, it has the words “their respective”. The word here is “respective,” which means each of them in terms of owners, capacity and evacuation equipment in them. The “them” shows the totality; the operational word here is “respective”. So, the Assistant Minister will be evading the Question if he does not specify those parameters in every one of them. view

As you give him more time, I want him also to appreciate that those air ambulances may be more necessary in the border areas like Mandera and Turkana. Given that we are talking about drought interventions in emergency situations, our problem is the fact that the answer came just now. We are ready to prosecute this matter because it is urgent. Tomorrow would be ideal. The Government should not require more time to specify a constituency or a county. While I am guided by your observation on the improper motive, failure to answer a Question or give a Statement according to the Standing Orders is disorderly. If we can demonstrate to this House that the Minister and Assistant Minister were actually here and stepped out when they were about to give the Statement, that can only be construed in no other way than “that, maybe, they do not care”. view

I want to congratulate my Vice-Chairman of the Departmental Committee on Energy, Communication and Information, Mr. James Maina Kamau, for bringing this Motion to this House. It is topical; it is necessary. In support, I am also quite grateful that the Minister for Medical Services, himself, is here.
