Mr. Speaker, Sir, I want to thank the hon. Deputy Prime Minister and Minister for Local Government for the answer; it is a detailed one. I am only surprised by part “c” of the answer, where he seems to be waiting until we go to the county governments. Lodwar Municipal Council was established in 1997, and my predecessor in Parliament then actually requested this and was promised that, that exercise would be undertaken within two to three years. Mr. Speaker, Sir, there is the issue of how these assets are disposed off. County Councils hold land in trust for communities. Could the Ministry ensure that the councils do not dispose of more property until this asset sharing is done? Secondly, please respond to hon. Gitobu’s question in terms of those ones already disposed of, how they were done and whether there was value for money.

asked the Deputy Prime Minister and Minister for Local Government:- (a) whether he could table a schedule of assets and liabilities of the County Council of Turkana and Lodwar Municipal Council in 1963, 1970, 1980, 1990, 2000 and 2011; (b) whether he could table a schedule showing LATF and other Government grants/loans, all creditors and debtors, and amounts owed and used to service loans for the County Council of Turkana and Lodwar Municipal Council since 1963 to date; and, (c) when the Ministry will undertake asset sharing between the County Council of Turkana and Lodwar Municipal Council.

Mr. Speaker, Sir, the Assistant Minister has confirmed that they have entered into agreement with the donor on how to finance this particular Phase II of the project. They have also started procurement. He also said that because it is a donor- funded project, conditions keep changing. I am just wondering, if an agreement has been entered into, how can conditions be changed? That means that the agreement has been violated. Is he in order to mislead the House that he can vary the terms of an agreement when it is still in force?

Mr. Speaker, Sir, in fact, I just wanted also to indicate that I have a right to be heard because I proposed the Question to the House and, indeed, it is now the property of the House. But if the one asking the Question is not in the House, why do you always keep on dropping the Questions? I appreciate that the Deputy Prime Minister and Minister for Local Government has apologized. I just wanted you to record my presence from the very beginning of the Sitting. So, I will be available on Thursday to ask the Question.

Mr. Speaker, Sir, I would like the Assistant to confirm the effectiveness of the policing arrangements they have in place. When these incidents took place, the police officers were only about three kilometres away when Mr. Romanio Losgey was killed. Further, what will he do to ensure that what appears to be ethnic cleansing of a minority community knows as Turkanas in Isiolo County will not be entertained by this Government?
