While I appreciate the excellent attempt by the freshly admitted Assistant Minister to respond to these questions, is he in order to mislead this House that the people of Kitui South are getting relief food whereas when you look at the four months that he is referring to, they only got 1,850 and the number of beneficiaries is 139 according to these figures and he has not talked about the major component of the World Food Programme/GOK relief food supplies? This is only the small portion that goes through the Provincial Administration. ...

Mr. Speaker, Sir, I have no difficulty with that except for the Minister to confirm to the House that as he buys time to bring the answer, the people of Turkana County are being attacked on a weekly basis. I hope that he will do something, so that even as he reports he can demonstrate that he has prevented further attacks between now and Tuesday.

Order, Members! I am glad hon. Khalwale you have the solution to your own query. The Standing Order No.56 requires questions to be proposed after a Motion has been made. It has made a proviso that a Motion made in Committee shall not require to be seconded. Then why are you asking for secondment? Two, the relevant Standing Order, and the Act that is very relevant here, is 158. The entire 155 is the Committee of Supply. So, we cannot entertain any dilatory Motions when we are at this Committee of Supply. So, be guided.
