  • 23 Aug 2011 in National Assembly: Order, hon. Members, you will notice that there is a lot of interest. Let us allow one or two other Members. view
  • 23 Aug 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to commend Prof. Saitoti for working hard on The National Police Service Bill. I know the amount of time, expense and the taskforces involved. That should be the way it is because I subscribe to the opinion that unless we reform the police force, the Government will never be effective because the policing arm of the State is the police force. I just want the Minister to know that it is one thing to do this law, which he has done in terms of consolidating the police force and ensuring the powers and ... view
  • 23 Aug 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, secondly, where I come from, the National Police Service is augmented by the Kenya Police Reservists (KPRs). I am made to believe that the KPR may also be found in the urban areas. As the Minister thinks of amendments, he may wish to clarify that there is the KPR and the National Police Service. He should give us another name, because they play two different functions. Where we come from, and in most parts of northern Kenyan, as well as in other places where the state of insecurity is in play on a permanent basis, ... view
  • 23 Aug 2011 in National Assembly: If you look at the recommendations by the Minister in terms of Clause 11(5) and 11(3), they essentially say that police reservists shall not be entitled to any claim, but they are entitled to be mobilised by the Inspector-General, in consultation with the Cabinet Secretary. You will appreciate that this arrangement is meant for the KPR in urban areas. Where we come from, the KPR personnel are mobilised all the time, instead of the regular and Administration Police. At the end of the day, they risk their lives. Police reservists are on duty at all times, but who gets paid? ... view
  • 23 Aug 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want the Minister to consider that proviso because it is completely critical on the kind of issues and areas they are interested in. I want to encourage the vetting of the police officers, so that we weed out those officers who look even bigger and fatter than their own seniors. With those remarks, I beg to reply. view
  • 23 Aug 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. These Standing Orders were not meant for nothing. If I read Standing Order No.108, it says: “Not more than one stage of a Bill may be taken at any one sitting, unless by leave of the House.” Who gave the leave? The point I am making is not the issue of whether he has moved or not. In fact, the Question has not been proposed. That is when we can argue that the House is in possession of this Bill. So, hon. Martha Karua and any other Member, including the ... view
  • 23 Aug 2011 in National Assembly: Order, Mr. Munya! You should speak through the Chair and the Chair is in front. view
  • 23 Aug 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I would not like to cut short the hon. Member on the Floor but given the interest of the hon. Members to contribute to his Bill, would I be in order to request the Chair to provide for guidance under Standing Order No.36 for convenience of the House to reduce the time to about five minutes per Member? view
  • 18 Aug 2011 in National Assembly: Mr. Speaker, Sir, I want to thank the Minster for that Ministerial Statement. However, if you have heard him very correctly, his source of information is the KWS personnel and KWS intelligence sources. These are the same people who have accused those other people unfairly. He confirmed the death of an elephant and the death of a person. My submission was that these people acted in self-defence. I feel that the Minister got the information from the same people I suspect to have committed the crime and then accused others. Under those circumstances, I sympathise with him because he has ... view
  • 18 Aug 2011 in National Assembly: Mr. Speaker, Sir, my request for clarification is that I just feel there is miscarriage of justice in this particular case. I ask the Minister to institute an inquiry so that we can establish the true position. From what he has given, even you can be convinced that that cannot be the correct position. view
