  • 17 Aug 2011 in National Assembly: Hon. Rachel Shebesh, we are at the Committee Stage. It is good to be careful. The Chair will assist you. This is an amendment to the Clause. view
  • 17 Aug 2011 in National Assembly: I thought the argument by the Minister was whether the police could not assist in that order. So, you need to allay the fears of your colleague - especially coming from the Government side - on how commissions and the police work. view
  • 17 Aug 2011 in National Assembly: Mr. Minister, you have made your point. That is the clarification we needed. view
  • 17 Aug 2011 in National Assembly: Committee, you also had an amendment. view
  • 17 Aug 2011 in National Assembly: Order! Did you say it was past midnight? view
  • 17 Aug 2011 in National Assembly: Okay. Hon. Members, because the amendment has been mutually withdrawn by both parties – the committee and the hon. Minister - then we will go back to the clause without amendment. So, I will propose and put the question on the original clause. view
  • 17 Aug 2011 in National Assembly: Hon. Minister, I would guide you, I agree with you; if you look at the Bill itself, as published by you, it is indicated 25. However, according to our numbering, it is 23. We will go with our own numbering. view
  • 17 Aug 2011 in National Assembly: Hon Members, we have disposed of that particular Bill. According to Order No.8 we should be moving to the Price Control (Essential Goods) Bill 2009, but I do not see the Minister responsible to move it. Although the hon. Member, Eng. Ephraim Maina is here--- view
  • 17 Aug 2011 in National Assembly: You cannot move it. You will bear with the Chair that this matter and also given the time consideration, we will do it next--- view
  • 17 Aug 2011 in National Assembly: While the Chair agrees with the sentiments of the hon. Member, if you look at the Order Paper, on that particular Bill and the proposed amendments, there is a qualification that the amendments be moved by the Deputy Prime Minister and Minister for Finance. You see, that qualification does not happen in those other Bills. The House is a house of order. I would urge you to persuade the Minister in other fora. But for purposes of the Committee of the Whole House, this Bill is deferred. view
