  • 15 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, when we decide to do our job, we must be patient and have the staying power. When I was calling for quorum and when I was opposing the Procedural Motion, it was to ensure that this job is done and done properly. I knew that after that previous Order, there will be a mass walkout. You can see for yourself. I support this Bill and I want to congratulate the Minister for bringing it to the House. We are not refusing to transact business, but lack of planning on the part of the Executive, as they ... view
  • 15 Jun 2011 in National Assembly: deliver that Report would have been as challenging as the disappearance and malfunctioning of the Justice and Legal Affairs Committee. We have refused to go that way because we believe in the independence of this Parliament. We believe that this Parliament must deliver because we have a responsibility to the Kenyan people. You brought the job, we will prosecute it. I just want to conclude with one particular remark. It is very easy for us to hide. We want to rush everything. We want to deny people on the argument of dealing with the culture of impunity. Which is more ... view
  • 14 Jun 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I agree with what my colleagues have stated. I happen to neighbour Isiolo South in this current sitting and geographically and apart from the missing gaps, in part “a”, the Assistant Minister has talked about the tables, which we have exposed as inadequate. However, he has refused to answer the Question. Secondly, the rest of part “b” is talking about policy when the Question is asking about specific schemes that he needs to demonstrate exist. view

  • 9 Jun 2011 in National Assembly: You have heard my very good friend, Mr. James Orengo, a man that I respect and actually love, making a personal appeal. I am wondering whether that personal appeal does not start with the person himself. That is because he has been quoted seeking permission from the Prime Minister, the Right Honourable Raila Odinga to disrupt the Budget Speech but, fortunately, the Right Honourable Prime Minister did not grant him his wish. view

  • 8 Jun 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I wanted to agree with your statement. Indeed, I have equally requested the Assistant Minister to deliver my Statement tomorrow because of the business that hon. Karua is engaged in. view

  • 8 Jun 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is it in order for the Assistant Minister to mislead this House that police officers are having problems because of poverty and drought as if he is not paying them well or they come from northern Kenya? These are public servants of this Republic who are supposed to get some decent minimum wage to meet their needs. view
  • 8 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, I beg to move the following Procedural Motion:- THAT, this House extends the period of the Select Committee on the Resettlement of Internally Displaced Persons (IDP’s) by three (3) months in order to enable the Committee conclude its activities as per the terms of reference of its establishment. Mr. Deputy Speaker, Sir, in moving this Motion, I would like to start by thanking my Committee for a job well done. Unfortunately, by the time we were approved by the House, the House immediately went on recess. So, we lost about three months. Secondly, to get the ... view
