asked the Minister for Water and Irrigation:- (a) whether she could provide a schedule of monies, if any, disbursed to the Lodwar Water and Sanitation Company Limited (LOWASCO) since the 2007/2008 Financial Year; (b) how much money the Government departments, including parastatals, owe the company per annum; and, (c) what urgent measures she is taking to ensure that Government departments pay their bills to the company.

Mr. Speaker, Sir, I wish to commend the Prime Minister for that in- depth touch of the subject. However, I would like him to clarify the following. One, what is the Government doing in terms of infrastructure sharing so that new players can still access the new markets? In terms of the universal fund service, the Prime Minister has said that 60 per cent penetration has taken place. Most of those operators concentrate on urban areas because of money. The Government must make sure that the other areas, particularly in northern Kenya, which have been inaccessible in the past, are ...
