We are talking about Turkana; a place that at the time of Independence, there was only one primary school and one health centre. When you look at the statement by the Assistant Minister that the EMOP programme was there between 2000 and 2009--- However, it ended in June, 2010. Arising from his answer that he will not allow two NGOs to operate, that is, basically one for food distribution and another for the warehouse, what specific action will he take in terms of areas like Samburu where he has one agency dealing with the warehouse and another one dealing with food distribution?
