However, the Assistant Minister has admitted that the Government has been unable to realize the Maputo Declaration, which stated that the agriculture sector should get 10 per cent of the Budget. The Abuja Declaration stated that 15 per cent of the Budget should go to the health sector. However, in human resource development, which is a sector in the education and health budgets--- Within the health sub-sector, the family planning, the supplies and commodities budget has actually declined in the current financial year from Kshs1.18 billion to Kshs1 billion.
