On a point of order, Mr. Deputy Speaker, Sir. I just wanted to interrupt the Minister because he is misleading the House by giving the specific example of North Eastern Province as affirmative action, which in effect, excludes the contribution by hon. Letimalo about Samburu and his own good province, unless for some other reasons, he has decided that Turkana does not deserve affirmative action. There is also southern Rift Valley which is Maasailand which deserves affirmative action.
