That is why the Government created the Ministry of Development of Northern Kenya and other Arid Lands. The good intention is, however, being frustrated by the limited amount of money that is being allocated to this Ministry. Is it in order for Ministers to persistently create a false impression to the country that it is Parliament which allocates money when it is the Treasury which does that? Parliament only approves what has been allocated to various Ministries. That is particularly the case with this Ministry. Where is the commitment by the President to the Treasury to allocate the Ministry Kshs5 billion which it has not received? The last time this issue of the referendum came up, it was on the Order Paper under the Prime Minister’s Time. So, I am wondering whether the Deputy Prime Minister and Minister for Local Government is bringing that report under the Prime Minister’s Time or he is just making a Statement on his Motion? While appreciating the good work by the Ministry, you will notice that the mandate of the Ministry in (b) is prioritization of programmes and projects for fast tracking by the Government. It is also a training facility.
