  • 10 Dec 2009 in National Assembly: Mr. Speaker, Sir, I want to thank the Assistant Minister for the answer he has given. I am a bit constrained because the issues are about relations. There is an agreement between the WFP and Kenya. There is also an issue between the WFP and the partner agencies which will outline the duties and obligations by each party implementing the food relief distribution. It is not enough for him to say that the Government is supporting. The responsibility to the citizenry of Kenya is not to the donors but the Government.
