Madam Temporary Deputy Speaker, huduma bora ni haki yako ! If you are going to save about Kshs350,000 that Ministers get plus another Kshs250,000 that Assistant Ministers get, you are talking of about Kshs600,000. When I was visiting Kipkelion Constituency on Constituency Development Fund (CDF) projects, they did two classrooms with Kshs500,000. You can imagine every month, a reduction of the number of Ministries by a half will be able to do every month about, because this is 42 and we are reducing to 24, we are going to do another 40 classrooms every month. There are definite issues hon. Members have raised that touch on the constitutional review but it is not for this Bill. Those issues will be dealt at the time of constitutional review. One of them is the question whether the Ministers should come from Parliament or outside. As the Constitution currently stands, you must be, first and foremost, a Member of the National Assembly to be appointed a Minister. Another concern that was raised was whether we should not wait for the constitutional review. I made a very good treatise on this matter last week; that we have been waiting on that Constitution for so long and even now when we have put the framework in place, there are no guarantees. Mr. Speaker, Sir, I have heard the argument in this House and each side has its argument on this matter. I had an occasion, about a week ago, to overfly Mau on my way to my constituency. You could see the hippos and crocodiles in the river exposed. So, the issue of water in the Mara River is a concern to this country. Hon.
