Mr. Deputy Speaker, Sir, Turkana Central DSG is not Taveta DSG. I sit in that DSG and it made a recommendation that 75 per cent of the people should be beneficiaries. But the Minister decided to give 52 per cent. That is what we are questioning. The Minister has changed her tactics. She has said that she is willing to consider. My point is that the Minister needs to appreciate that the global acute malnutrition rate in Turkana is now at 25 per cent. The threshold of malnutrition is 15 per cent. Yes, Mr. Deputy Speaker, Sir. On Thursday afternoon last week, you ruled that the Assistant Minister of State for Provincial Administration and Internal Security to bring an appropriate answer on the unfair recruitment of drivers in Turkana Central District and you ruled that the Question should appear on the Order Paper on Tuesday afternoon which is today and the Assistant Minister is also present.

It was very difficult for the Committee to make enough copies. Even for the 20 copies that you have agreed, although we expected 250 copies, we were told could not have been made because all the photocopiers in the precincts of Parliament were not working. asked the Minister of State for Provincial Administration and Internal Security:- (a) whether he could table the names and home districts of drivers employed by the Government between October-December, 2007, in Turkana Central District; (b) which criteria was applied in employment of these drivers; and, (c) how many trained drivers are from Turkana Central District.

Mr. Deputy Speaker, Sir, this Question is before the House in order to demonstrate what it means to come from northern Kenya. Out of eight drivers, only one is from Turkana. This is just because the District Commissioner (DC) and the Personnel Officer are not from Turkana. You can see that seven out of the eight employed drivers co-relate directly to where the two people come from.

Out of the 43 applicants, 24 applicants were qualified. Out of the 24 qualified applicants, who were shortlisted, 17 were from Turkana Central District. Only seven of the 24 shortlisted candidates were from outside Turkana Central District. How come all the seven shortlisted applicants from outside Turkana South District were given the jobs and only one of the 17 shortlisted candidates from Turkana Central District was given the job? Is this not a serious embarrassment? What is the Assistant Minister going to do to ensure that Turkana people who are qualified to work in their home districts get the jobs, ...

On a point of order, Mr. Deputy Speaker, Sir. I think this House and the nation requires absolute truth and nothing but the truth. There were 43 applicants out of which 24 qualified and were shortlisted for the interviews. Out of the 24 applicants, 17 were from Turkana Central District and seven were from outside the district. All the seven from outside the district were employed yet only one out of the 17 from Turkana Central District who qualified and were interviewed was employed.
