  • 18 Jun 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. Is it in order for the House to condemn the Assistant Minister who is on the cutting edge of technology when it is the House which needs to improve? view
  • 18 Jun 2008 in National Assembly: Mr. Speaker, Sir, I do not grow tea but tea is a very important crop for this nation. The judgement was entered on 29th November, 2006. There was a Government then! The fact that they have been in office for a few days does not provide an excuse for him not to handle it. What is he going to do about the manner they have handled the Kenya Seed Company and the fertilizer issue, which also arose during the few days they have been in office? What are you going to do about KTDA and when? view
  • 18 Jun 2008 in National Assembly: Mr. Speaker, Sir, I stand to seek a Ministerial Statement from the Deputy Prime Minister and Minister for Local Government on the state of affairs of the Lodwar Municipal Council. The council is not functioning. General revenue and the Local Authorities Transfer Fund (LATF) money are not accounted for. The council's minutes and resolutions are not written and, therefore, councillors cannot follow the proceedings. Council money is being withdrawn at will by the Council Clerk. Bank signatories have been changed without a council resolution. In his answer, I expect the Minister to explain what role his office, particularly the office ... view
  • 18 Jun 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this 1228 PARLIAMENTARY DEBATES June 18, 2008 opportunity to contribute to this Motion. I would like to say from the outset that I support the Motion not because it is good, but out of desperation! It is because there is not much I can do about it, except to ventilate. In fact, we should start with the procedures of this House. There is no point of talking about something that you cannot do anything about. For the next two weeks, we will be talking and talking. Maybe, before I talk ... view
  • 10 Jun 2008 in National Assembly: Mr. Speaker, Sir, while appreciating the answer by His Excellency the Vice- President and Minister for Home Affairs, the issue at hand is how we treat people with disabilities in this country. It is how the Government has taken its responsibility in terms of ensuring the commencement of that particular Act. Mr. Speaker, Sir, if the Vice-President and Minister for Home Affairs thinks five years is a short time, then he does not live in this country. Just the other day, we saw what was done in Harambee House to enable disabled people to access it. Likewise, in our own ... view
  • 10 Jun 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Thank you very much for that ruling. I would wish that, as the Minister thinks about this matter, he makes just two considerations: Firstly, under what circumstances does the issue an IPO--- view
  • 10 Jun 2008 in National Assembly: Mr. Deputy Speaker, Sir, I rise to seek two Ministerial Statements. The first one is just a reminder. On 14th May, 2008, when we adjourned this House, I sought a Ministerial Statement on the status of Agenda 4. The Press gave it a blackout and, obviously, the Government forgot about it. I am just asking for your indulgence. I want to quote paragraphs one and three of the National Reconciliation Accord. Paragraph one of the Preamble states:- "That, the crisis triggered by the 2007 disputed presidential elections has brought to the surface deep-seated and long-standing divisions within the Kenyan society. ... view
  • 10 Jun 2008 in National Assembly: That is correct, Mr. Deputy Speaker, Sir, but given that there seems to be reluctance, I just wanted to make reference to the matter again. This is not my own agenda. This is an agreement by the two principals. view
  • 10 Jun 2008 in National Assembly: Given that since the negotiators assumed the positions of Cabinet Ministers, they have not found time to go and meet with the mediators to the extent that there is lack of quorum, is self evident. view
  • 10 Jun 2008 in National Assembly: Mr. Deputy Speaker, Sir, when will I get that Ministerial Statement? view
