  • 30 Apr 2008 in National Assembly: Thank you, Mr. Deputy Speaker. I just want to thank the Minister, because she is doing a good job. I just want to support her in her work. Initially, I had asked what her understanding of disaster is. Could she give a definition of disasters? Could she also declare cattle rustling a national disaster, so that the Government could mobilize sufficient resources to deal with this historical problem that is affecting northern Kenya? Finally, could she give a commitment to this House on when she will bring that drought policy before the House? I know that it is ready, and ... view
  • 30 Apr 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Yesterday, a Ministerial Statement was issued without a copy to me. Likewise, a Question was answered without a copy of the answer to me. Now, the Assistant Minister is giving another Statement without a copy to me. I had stated that, that puts me in a very awkward position to pose supplementary questions. Is there a conspiracy by the Executive against me? view
  • 30 Apr 2008 in National Assembly: Mr. Deputy Speaker, Sir, I am really asking for your indulgence. There is no way I can prosecute this matter without this information. We are talking about murders in Turkana District. The Assistant Minister is saying that he is in control of the situation. What is he in control of? Of a murdered Kenya Commercial Bank (KCB) manager, who is already buried? This is not a matter in which the Assistant Minister will throw his weight around, purportedly lording it over us, as a freshly-appointed Assistant Minister! This is a matter of people who have died! Mr. Deputy Speaker, Sir, ... view
  • 30 Apr 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I request the Chair to give guidance on this matter, and not the Assistant Minister to respond. While I appreciate all the posturing he is doing here, including promising me a new Land Rover, which is one of the important issues because the police officers there do not have a serviceable vehicle to move around, my request is whether I could have a copy of the Ministerial Statement, so that I am able to respond to the issues he has raised. I have the right of reply based on a written ... view
  • 30 Apr 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. This is obviously a Government that does not talk among itself! This Statement was made this morning by his able Assistant Minister, "Mr. Ojode Serikali ", and we agreed, with the indulgence of the Chair, that it should be brought next week because it was not covering the real thing. That was just this morning! April 30, 2008 PARLIAMENTARY DEBATES 791 view
  • 29 Apr 2008 in National Assembly: Mr. Speaker, Sir, I wish to thank the Minister for a well considered Statement on this particular deadly disease. Mr. Speaker, Sir, I think the Minister has elaborated the cost in terms of livelihoods by the pastoralist farmers. Pastoralist production system is heavily dependent on livestock and livestock products. Any loss of animals will translate directly to the loss of lives. The Minister said that he has requested Kshs800 million for purchase of the vaccines. When will this money be given to the Ministry so that it can acquire the required technical personnel and vaccinate the animals? Mr. Speaker, Sir, ... view
  • 29 Apr 2008 in National Assembly: Thank you, Mr. Speaker, Sir. I also wish to commend His Excellency the Vice-President and Minister for Home Affairs for a speedy response. But, Mr. Speaker, Sir, in his parting shot, he talked about reporting progress to the House. We are concerned that the tactical way in which the Government has been operating is to set up committees and commissions when there is a crisis, hoping that the people will forget. I want the Vice-President and Minister for Home Affairs to commit himself that, after that one month, that report shall be laid on the Table of this House, so ... view
  • 29 Apr 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. On the 24th of this month I sought two Ministerial Statements. One has been given by the good Minister for Livestock Development. However, there was another more critical one to be given by the Minister of State for Provincial Administration and Internal Security. A commitment was made to this House that both Statements would be delivered this afternoon. view
  • 29 Apr 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. We do not seek Ministerial Statements for their own sake. The Vice-President and Minister for Home Affairs, being the Leader of Government Business, needs to apologise to this House for the failure of the Minister to be present! It is not just a matter of taking another report to him. One was taken to him last week. What guarantee do we have that even if he goes to communicate to him now, he will not fail to show up next time? view
  • 24 Apr 2008 in National Assembly: Mr. Deputy Speaker, Sir, I rise on a point of order, to ask for couple of Ministerial Statements from various Ministers. The first one is directed to the Minister for Livestock Development. Mr. Deputy Speaker, Sir, there is a disease ravaging livestock in northern Kenya known as view
