It was approved by the Rules and Business Committee (RBC) and the Speaker. Nothing comes here out of thin air. The names were proposed and approved by the RBC today. None other than the senior most Senator is the one giving notice. That should show you where the Motion has come from and its importance. It does not meet the requirements of paragraph 6.
