It made a lot of sense since Chairpersons are also Members of the Liaison Committee; they can communicate at that level. It was not wrong to assign that duty to Sen. (Prof.) Lonyangapuo, first, as a senior ranking Member in the membership of RBC. But, also, even an ordinary Member of that particular Committee would still have conveyed the message.
