(Dr.) Khalwale was addressing when he uttered the words “ bure kabisa ”, but whoever he was addressing would feel offended. Whether it was Sen. Sijeny or people outside this House, it is not dignified of Sen. (Dr.) Khalwale who in normal circumstances is a very dignified man.
