Hon. Senators, I wish to make a communication with respect to His Excellency the President’s memoranda on the Public Audit Bill (National Assembly Bill No.38/2014) and the Public Procurement and Asset Disposal Bill (National Assembly Bills No. 40/2014). This communication is intended to give guidance on the procedure for the disposal of the Presidential Memoranda on the two Bills. As you recall, pursuant to Article 112(1)(b) of the Constitution, the Senate passed both Bills with amendments on 20th May, 2015, and subsequently, forwarded the Bills to the National Assembly for concurrence on 22nd May, 2015. Sen. Orengo, I do appreciate the seriousness with which you take your responsibility and the responsibility of this House. However, I have every reason to believe that the interest of Sen. Omar is not mutually exclusive to yours. In most of the cases, it should be otherwise. I want to agree with you. As you know very well, no single Senator can afford the Senate. That is a fact.
