Hon. Senators, I have a Communication to make on the attachment to the Senate of officers serving in the County Assembly of Turkana. As you are aware, Article 96(1) of the Constitution requires the Senate to represent the counties and protect their interests and their governments. Pursuant to this provision of the Constitution and as part of the mandate of the Senate, the Secretariat has been assisting the county governments in capacity building by way of attachment to the Senate and training of the staff of the county assemblies.
