Order, Sen. Kindiki! I just want to respond to your earlier point of order and refer you to Standing Order No.78 – proceedings to be in Kiswahili, English or Kenyan sign Language. It reads:- “(1) All proceedings of the Senate shall be conducted in Kiswahili, English or in Kenyan Sign Language. (2) A Senator who begins a speech in any of the languages provided for under paragraph (1) shall continue in the same language until the conclusion of the Senator’s speech.” My own understanding of Sen. Billow’s contribution is that he was just using a few words to put emphasis. ...

What is it, Sen. Sang, before I respond to Sen. (Prof.) Kindiki? I rise under Standing Order No.51 (3). Noting that, as you rightly pointed out, this is a matter concerning counties and understanding the voting threshold, I rise under this Standing Order to request that the putting of the question with regard to this Motion be deferred to tomorrow, Wednesday afternoon, when we shall have the requisite numbers to transact that business.
