(Dr.) Machage on the basis of notice and Sen. (Dr.) Khalwale on the basis of what appears to be some tendency not to be keen to prosecute business before the House. view

So, in terms of the requirement of the notice, it is actually the Rules and Business Committee itself that decided, on a technicality, that the Bill is not ripe for debate. This is also as a result of our own Standing Orders that require that any Bill published by either House must be communicated to the other House. So, we need to get a response from the other House.
