Thank you, Hon. Deputy Speaker. I think my brother, Hon. David Gikaria, who is our former Chair of the Departmental Committee on Energy, knows very well that unless the Chairman of the Departmental Committee on Education and Research follows up this Question, Prof. Magoha would never know that you have asked a Question here, unless the Chairman of that specific Committee retraces your concern. Having said that, Hon. Gikaria, I will address it with the Cabinet Secretary himself. Thank you.

Hon. Temporary Deputy Speaker, I have noticed that when Hon. Mwashako entered into the Chamber, he did not show respect for your seat. This is a Parliament of procedures, so it is important that he complies unless he was not inducted properly. Thank you.

Thank you, Hon. Temporary Deputy Speaker for giving me the opportunity to make my contribution to the State of the Nation Address by His Excellency. As we may all be aware, this is a constitutional imperative that requires of him that he must address Parliament and brief us on the issues facing the nation. This was introduced in Articles 132 and 10 of the 2010 Constitution. Allow me to congratulate him for having exuded confidence in the indomitable spirit of the Kenyan people and for having set his transformative agenda in this House yesterday. Listening to him, I have confidence ...

We do not have drugs in hospitals. We do not have basic equipment for use in a normal hospital. If that is stepped up, it will help this country. We are approaching the electioneering period. As much as we appreciate the handshake, it was not all inclusive. That is a common fact. If it was all inclusive, it would have cut across all stakeholders who needed to be in that handshake. The handshake was haphazardly done as much as it has brought a bit of improvement in terms of having peace as we approach the general election.

Yes. What is important to us as Members is that we need to be a little bit more serious by ensuring that we invest where our money, the money that belongs to Kenya, is utilised properly. That is why I support the fact that KIRDI should have a budget line that will ensure it can accommodate the young engineers lying in the streets of Kenya. They are the young men and women who have gone to school to study mechanical and electrical engineering, but do not have no jobs. Kenya is a gifted country. We have very talented young men, ...

I am aware, for example, that the country is at a point of deciding whether to have a research reactor. Look at, for example, having a research reactor as a country, what would it do? It would help us in production of isotopes which will help in ameliorating the problem facing the brothers and sisters who are suffering from cancer. Right now, we are getting isotopes from South Africa. If we had a research reactor in Mombasa or Kisumu, we would have ultimate research in agriculture and medicine, and majority of Kenyans who go to India may not necessarily go ...

Hon. Temporary Deputy Speaker, please, ask the Member to sit down. More importantly, is it right for the Member to conclude that the increase in prices of fuel in this country was done by the President? No! It was done by the Jubilee administration which the Member is part and parcel of. I refuse him to accuse the President. He is part of the Jubilee administration.
