  • 24 Jul 2008 in National Assembly: We are not intending to re-invent the wheel. As a Ministry, we are simply going to co- ordinate with the various authorities to ensure that the right policies are put in place and implemented. view
  • 24 Jul 2008 in National Assembly: Thank you, Mr. Speaker, Sir. As I was saying, we have enhanced the monitoring of the entire solid waste management cycle from generation, collection, transportation, intermediary treatment and final disposal. Lastly, Mr. Speaker, Sir, the Government has enacted laws, regulations and local authority bylaws to improve the Nairobi Metropolitan region waste management. Examples of the said bylaws include:- (i) The Public Health Act Cap.242; (ii) The Environmental Management Co-ordination Act of 1999; (iii) The Ban of Polythene Carry Bags Bylaws of 2007; and, (iv) The Factories Act. Mr. Speaker, Sir, the Ministry, in collaboration with NEMA and various local authorities ... view
  • 24 Jul 2008 in National Assembly: Mr. Speaker, Sir, in the ten weeks that this Ministry has been in existence, we have decided to conduct a thorough audit of existing conditions and to collect data, so that we could have a firm foundation before implementing all the policies that we want to implement. The new Ministry, whose first budgetary allocation was only passed by this House a few days ago, is currently in consultation with the relevant authorities to ensure that the right equipment with the capacity to give us appropriate air quality conditions will be imported in due course. We are going to present to ... view
  • 24 Jul 2008 in National Assembly: Mr. Speaker, Sir, on the thorny issue of the Dandora Dumping Site, as a Ministry, and according to our policies, not only are we going to relocate it, but we have decided to completely do away with the manner in which garbage is being disposed of in this country. We are currently in consultation with the relevant authorities like the City Council of Nairobi, NEMA, the United Nations (UN) Habitat and, as I have mentioned before, we are going to not just transfer that problem to yet another location, but we are going to implement a comprehensive waste management system. ... view
  • 24 Jul 2008 in National Assembly: Mr. Speaker, Sir, as I mentioned before, the Ministry does not want to start implementing without, first of all, creating a firm foundation. We are collecting data which is going to be finalised in two weeks. But, currently, although I did not intend 2100 PARLIAMENTARY DEBATES July 24, 2008 to give you a half-baked answer, we have already confirmed that there are over 200 industrial effluent discharge points. We have already established the ones who are polluting the Nairobi water sources along the Ngong River. There are 30 industrial discharge points along the Ngong River, 30 sewerage discharge points and ... view
  • 24 Jun 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, in joining other speakers before me, I would wish to commend the Minister for Finance for presenting a well thought out Budget, especially against the backdrop of rising inflation occasioned by the international highs and a rising crude oil price. This is a budget that was read after what we went through early this year after the disputed Presidential election and the instability it occasioned in this country. Mr. Temporary Deputy Speaker, Sir, I want to commend the Minister for proposing land allocation for infrastructure development. That is in view of what has been allocated ... view
  • 24 Jun 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. As I was saying, every department and Ministry, especially those in charge, should, therefore, ensure that their expenditures are controlled so that we control Government expenditure. Mr. Temporary Deputy Speaker, Sir, it concerns me that the bigger picture of capital development is not visible from the Estimates presented in the Budget. For example, where the Government's plan has been presented and approved to undertake a project, say, what was presented concerning the police housing units, we are not told what the allocation is per year. So, what is presented is blanket and it ... view

  • 24 Apr 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for giving me the opportunity to contribute to this Motion. From the outset, I support of the Motion. The constitution of the Board is quite representative, especially in terms of gender balancing. I have observed that, at least, five of the 13 nominees are women. Maybe, in future, we should consider raising their number to, at least, seven, because it has been proven that women are better public fund managers than men. Secondly, I beg to disagree with my colleague, who was of the opinion that legislators should not be dictated upon on the ... view
