Temporary Deputy Speaker, these State officers have failed to know that they are expected to be responsible and accountable when it comes to resources that are entrusted to them. It is important that all expenditure that is incurred by these officers is scrutinized by this House. Temporary Deputy Speaker, State officers at the senior level fail to interact with junior officers and one way of doing this is to book themselves in First Class and Business Class when travelling. If we bring a policy that clearly states that both cadres of staff should travel together, we will help them bond. Supposing they are doing an eight hour flight and they are all in the same cabin, there will be ample time for them to interact. Temporary Deputy Speaker, looking at the Recurrent Expenditure of the Kenya Government; when you look at the ratio of acquiring a Business Class ticket to that of an Economy Class ticket, it might be one to three. When this person goes on retirement at the age of 60 years after serving the Government, what happens to him? The said advertisement has excluded various district headquarters as recruitment centres, hence denying the youth from those districts an opportunity to serve this country. Hon. Deputy Speaker, in his Statement the Chairperson should inquire into and report on the criteria used to identify the recruitment centres and whether they used district headquarters as recruitment centres. If yes, say why various district headquarters were left out. Two, provide the distribution of the recruits in every district. Thank you. view
