  • 24 Nov 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I would like to support this Bill. I have three reasons why I support the Bill. One of them is the fact that KIRDI has been with us this long, but it does not have legal status. Just for that reason, I think this Bill should be supported. Secondly, Kenyans are very innovative. We should have a body that will support some of our youths who have come up with various ideas. I think this is a body that will be very useful in that sense. I am thinking about some of the problems ... view
  • 24 Nov 2021 in National Assembly: problems they have. Let us not just look at the Government as the one funding KIRDI. Let us also look at how the industries that currently exist in our country can step in to fund that body. With those remarks, I support. view
  • 23 Nov 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. From the outset, I support the Bill for the simple reason that more resources in The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 23 Nov 2021 in National Assembly: an organised way are coming down to the counties. Just like most of my colleagues have said, there is a lot of reservations in how devolution as a concept has been practiced in this country and how it has evolved over the 10 years. There are many examples that I can quote. Devolution as a concept was meant to do two or three main things. One, just like everybody has said, is to take services close to the people. Let people participate in deciding priorities in their areas. More importantly, devolution was meant to exploit natural resources that are found ... view
  • 23 Nov 2021 in National Assembly: their own thing, where some people think health should be equated to other things. Health is a fundamental human right. I wanted to take time and talk about that because I get frustrated and very sad that we have reached a point where we have medical personnel going on strike. Otherwise, like most of my colleagues have said, we will have to look at this Bill very keenly and make some pertinent amendments. Thank you, Hon. Temporary Deputy Speaker. view
  • 17 Nov 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this chance. As I support the Bill, I will add a few comments. First, like most of my colleagues have said, community groups are many. We were given a figure of over 200,000, but the number could be much higher than that because there are so many especially in rural areas. It is a good thing and we welcome that these groups are regulated, registered and we get to know who they are at any given time. Like a number of my colleagues have said, those of us who have been ... view
  • 17 Nov 2020 in National Assembly: Kibunguchy is also Wamalwa. Thank you, Hon. Temporary Deputy Speaker. For those who do not know, my other name is Wamalwa. I wish my mum was still alive. We would have asked her. I would like to congratulate the Mover of this Motion. It is very timely. I was very sad when I heard the CS pronounce himself and say that the NHIF will not cover those people who are suffering from COVID-19. We cannot contradict ourselves as a country. We cannot contradict ourselves as a Ministry. On one hand, we are talking about rolling out the universal healthcare and ... view
  • 17 Nov 2020 in National Assembly: things. Those other things that I am talking about are like the referendum. Those are issues that can wait. Diseases cannot wait, especially a disease like this that is ravaging our people. It is not just in Kenya. It is the whole world. We must have our priorities right. When one day we shall join Mheshimiwa Justus Murunga, we shall look God in the eye and say we did our best. Shall we do that as a country and as a leadership? I would like to pass that message. I want it to go on record that I am totally ... view
  • 11 Mar 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this chance to also support this Report of the Judiciary. First of all, I would like to start off from what my colleagues already talked about, that is, equity for justice in the country. I remember very well the immediate former Chief Justice and the present one working on a modality that would get High Courts established in every county. The target was, at least, one High Court in every county and one Magistrate Court in every sub-county or constituency. It was going on very well until just recently, say, about ... view
  • 11 Mar 2020 in National Assembly: finished their jail terms and are now out. Here in Kenya, the cases are still dragging on. I am thinking about the so-called “Chicken Gate” scandal. If we can provide a timeframe within which certain cases should be adjudicated and completed in the same way we deal with election petitions, I think the dispensation of justice will be faster and equal to everybody. Finally, again, as Parliament, we must put… view
