  • 22 May 2025 in Senate: For the avoidance of doubt and to clear the mind of the Chairman of my Committee of Roads and Transportation who is wondering why the Deputy Minority Leader should be the one to welcome the delegation from the USA; for the record, yours truly went to school in the USA. I studied at Smith College in Massachusetts between 2007 and 2008, fully sponsored by the school and seconded for the studies by the Nation Media Group. I have told my colleague, Sen. Eddy, many times that I am a good journalist; a journalist of good and long standing that I ... view
  • 14 May 2025 in Senate: We have relaxed. It is my time now. Thank you, Speaker, Sir. My question flows from the response of the Cabinet Secretary on part (c) of the question asked by Sen. Mbugua on the issue of the ongoing work to integrate disability employment data within the UHRIS. The Cabinet Secretary (CS) has indicated that as things stand now, treatment of issues to do with persons with disability is based on goodwill. He said that right now, there is a transition towards rights-based structure and forcible obligation to persons with disabilities. I want to find out from the CS whether it ... view
  • 14 May 2025 in Senate: Mr. Temporary Speaker, Sir, it is getting worse. Last week, we had a similar situation with the CS for National Treasury. He communicated after we had assembled that he was not going to attend the meeting. We are waiting for the CS for Health just for us to learn that he is attending another meeting with a Committee of the National Assembly. Mr. Temporary Speaker, Sir, these games must come to an end. The CS must be brought to this House to respond to the questions that Members have asked. If he has to make a choice between going to ... view

  • 14 May 2025 in Senate: Thank you, Mr. Speaker, Sir. I have been called upon to second the amendment to this Motion. As we second the amendment to this Motion, let it be known to all of us in this House, that the county assemblies are what is referred to as regional parliaments in other jurisdictions; institutions that have capacity to make laws and transact business for and on behalf of their respective governments. In those assemblies, it can never be that a section of leaders in one assembly will decide that they are going to have a sitting in the office of a Member ... view

  • 14 May 2025 in Senate: Mr. Speaker, Sir, assemblies are designated venues and once a place is designated as the sitting of an assembly, there is a procedure of gazettement. To the extent that, if any business takes place in any place with a speaker that is not gazetted as a sitting of the assembly of any county, the business transacted in that place cannot be said to be legal business. view
  • 14 May 2025 in Senate: Mr. Temporary Speaker, Sir, I have a big file here. So, I need some surface. Mr. Temporary Speaker, Sir, I thank you for this opportunity to contribute to the debate on this Motion. How I wish the Chairman of the Committee on Devolution and Intergovernmental Relations was in the Chamber because there are certain things that I wanted him to hear. Since I can see some Members of the Committee, I hope they will take note. Under Section 7(b)(ii) of the County Governments Act, a resolution of the Assembly, following all the procedures of debate, is necessary to designate a ... view
