Mr. Temporary Deputy Speaker, Sir, I keep wondering whether we are really serious. During the El Nino period, we got a lot of food surplus in Ukambani. I do not want to go into the issue of the first President. He swore in front of Kenyans that never again would Kenyans go hungry and he brought the Guaranteed Minimum Returns (GMR). On a point of order, Mr. Speaker, Sir. I wish to make a statement under Standing Order No.69 regarding a Question which appeared in this House yesterday, and was answered by the Minister for Roads, Mr. K. Kones. Mr. Speaker, Sir, it is reported that Mr. K. Kones said that a company I am associated with- -- I want all to note that this is the only indigenous, big African company that constructs roads. Thank you, Mr. Speaker, Sir. I want to state that the Government has defaulted on the project. I want to say that a former Permanent Secretary, who is now a sitting Member of Parliament, wrote a letter to the Ministry of Finance asking them to rectify the 938 PARLIAMENTARY DEBATES May 8, 2008 irregularities in the way they were dealing with the contract. 834 PARLIAMENTARY DEBATES May 6, 2008 If there were irregularities in the examinations and whatever terminology you would want to refer to as irregularity against the leakage and you have set up a commission, you have admitted that you have a big problem. Kenya is a member of the Commonwealth countries and, even in the Commonwealth, we have examinations and the a Commonwealth Secretariat. There is a standard to which any Kenyan student would have to achieve to be admitted in any of the Commonwealth universities. Mr. Speaker, Sir, since the Minister is in agreement that there is a shortage of fertilizer he, therefore, means that whatever fertilizer is available is not enough for all Kenyans. Could he assure this House that the price of unga will not go up? I remember, that before he became the Minister for Agriculture, he promised that the price of unga would be Kshs10! Could he tell us whether that will be possible?
