I moved the Motion on adoption of the Report of the Special Funds Account Committee on audited financial statements for the Local Authorities Provident Fund, the Unclaimed Assets Trust Fund, the National Environment Trust Fund, the Land Settlement Fund and the Petroleum Fund on Thursday, 18th November 2021, at the tail-end of the day’s business. Speaker, for giving me the opportunity to second this Motion on the adoption of the 9th Report of the Special Funds Accounts Committee on the Audited Financial Statements for the NG-CDF for the 12 Constituencies in Kiambu County. I was one of the Members who went round Kiambu County and visited around six constituencies. What the Chairman has already presented are issues that came out from the audit report.   • 17 Sep 2020 in National Assembly: they did the construction. This, if checked well with Ministries, or done well with public participation, will ensure proper utilisation of the NG-CDF money. On the issue of bursary, we realised that there were delays in disbursing those bursaries to beneficiary institutions. There was non-presentation and cancellation of bursary cheques which have led to loss of money which is supposed to have benefited students. This led to the recommendations that we gave. I am a Member of the Special Funds Committee and I participated during the examination of these financial statements of 2015/2016, 2016/2017 of the Commodities Fund. Two issues came up during that examination basically on the handover and the loans disbursed within a given period. Members supported the Motion. We thank you for that support. Several issues were raised and I think they are pertinent. They are of help to Members as they carry out the Uwezo Fund patronage.
