  • 23 Nov 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I moved the Motion on adoption of the Report of the Special Funds Account Committee on audited financial statements for the Local Authorities Provident Fund, the Unclaimed Assets Trust Fund, the National Environment Trust Fund, the Land Settlement Fund and the Petroleum Fund on Thursday, 18th November 2021, at the tail-end of the day’s business. What we missed was seconding. I now call upon Hon. Jared Okelo to second the Motion. view
  • 23 Nov 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I thank the Members who have already contributed to this Report. It is my hope that the recommendations that the Committee has put forward will be implemented by the Select Committee on Implementation, so that the funds we have talked about can benefit Kenyans. That especially applies to the money that has not been paid in the Local Authorities Provident Fund.; On the Unclaimed Assets Trust Fund, if, by any chance, the rightful owners of the Kshs25 billion that is sitting idle in the Central Bank of Kenya are found, they will benefit from ... view

  • 17 Sep 2020 in National Assembly: Thank you, Hon. Speaker, for giving me the opportunity to second this Motion on the adoption of the 9th Report of the Special Funds Accounts Committee on the Audited Financial Statements for the NG-CDF for the 12 Constituencies in Kiambu County. I was one of the Members who went round Kiambu County and visited around six constituencies. What the Chairman has already presented are issues that came out from the audit report. One issue that we realised on the ground was the under-utilised police posts. This is whereby, through NG-CDF, at least Administration Police posts were constructed. They were commissioned ... view
  • 17 Sep 2020 in National Assembly: they did the construction. This, if checked well with Ministries, or done well with public participation, will ensure proper utilisation of the NG-CDF money. On the issue of bursary, we realised that there were delays in disbursing those bursaries to beneficiary institutions. There was non-presentation and cancellation of bursary cheques which have led to loss of money which is supposed to have benefited students. This led to the recommendations that we gave. We need NG-CDF to give guidelines on how we are going to issue some of those cheques. Being a consultant in the area of Information and Communication Technology, ... view
  • 30 Jul 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for the opportunity to second this Report which was well presented by my able Chair. I am a Member of the Special Funds Committee and I participated during the examination of these financial statements of 2015/2016, 2016/2017 of the Commodities Fund. Two issues came up during that examination basically on the handover and the loans disbursed within a given period. The Commodities Fund was established under Section 9 of the Crops Act, No 16 of 2013 which was a merger of the Coffee Development Fund and the Sugar Development Fund. The two things that ... view
  • 4 Mar 2020 in National Assembly: Thank you, Hon. Speaker, for giving me this opportunity. Yes, the Motion was moved on Tuesday last week. That is true and yesterday, several Hon. Members supported the Motion. We thank you for that support. Several issues were raised and I think they are pertinent. They are of help to Members as they carry out the Uwezo Fund patronage. It is our hope that the recommendations which are already put in are going to be implemented so that the Uwezo Fund can stand fully on its feet and we can implement what is supposed to be implemented. Otherwise, thank you ... view
