I thank Sen. Kasanga. I hope that the Senate will move with speed and have this law passed by the Senate and we send it to the other House so that Kenyans can get access to the good services envisaged under this particular legislation. Mr. Temporary Speaker, Sir, while on it, as a country, we also need---

Thank you; that is even better. The only appeal we can make is to ensure that if the Bill goes to Mediation Committee under Article 113, there will be no mediation. There will be no mediation because we will agree with the amendments. This is good news. As a country, we have another crisis; that of substance and drug abuse by our children in schools. If I want to have a revisit of any amendment of the Constitution, we need to begin by amending Article 49 of our Constitution, so that we make any offence dealing with offering or selling ...

trust; the watchmen in school, the gateman in our estates, the teachers who are teaching these children, unfortunately, and people you invite to your houses to stay with them. As leaders, we are the peoples’ representatives and need to acknowledge that this is a big problem for us as a country. We should come up with the appropriate amendments to our laws, to respond and address this issue in a manner that will make us deal with it conclusively. I hope that we shall vote for these legislations as soon as yesterday, so that it come become a law. I ...

Thank you, Madam Temporary Speaker, for giving me a chance to make my contribution to this Motion. First, I want to be on record that I empathize with many Kenyans who have faced a lot of difficulties in the past three days because of the shortage of fuel in our pump stations. As lawmakers, we are here to remind the Government that we need a timely solution to this crisis. The problem that this country is facing is having people in the Government who want to behave like they are in the opposition. This afternoon, I saw an update of ...

logistical challenges that we are facing as a country, so that money owed to marketeers can be paid quickly. That is Kshs30 billion. We should do a mop-up of money from various areas. We should get money and pay those people, so that we can have enough supply of fuel to our petrol stations. Madam Temporary Speaker, we also need to find a solution of dealing with the unscrupulous business people who are hoarding fuel in the hope that prices will keep going up, so that they make a kill. This idea of saying that we are a liberal market ...

On a point of order, Madam Temporary Speaker! You have heard the Senator for Muranga County making very serious allegations against the Senate Minority Leader. I have heard Sen. Kang’ata, who is a lawyer and a former teacher of Moi University law students, challenging the Senate Minority Leader to explain where he took the BBI money. Can he substantiate on the Floor which money he is talking about and what he means when he says that the Senate Minority Leader took some BBI money and he wants him to explain where he took the money? If he cannot, can he ...

Mr. Speaker Sir, last Wednesday while making contribution on the Floor of the House, I made a Statement to the effect that the Council of Governors (CoG), through its Chairperson of the Committee on Planning and Economic Affairs, had recommended to the Intergovernmental Budget and Economic Council (IBEC) an allocation of Kshs751 billion, and I was challenged by Sen. Sakaja to substantiate that fact.

Mr. Speaker, Sir, this afternoon, I want to lay before the Floor of the House a Statement that was issued by the Chairperson of the Committee on Finance Planning and Economic Affairs of the CoG, Governor Nderitu Mureithi. On the second page of the document, there is evidence to the fact that the CoG recommended an allocation of Kshs751billion as the county equitable share of revenue, which was reduced by IBEC to Kshs370 billion.
