(1) The Cabinet Secretary shall, in consultation with the county executive committee members responsible for finance and the Commission and within twelve months from the commencement of this Act, make regulations generally for the better carrying out of the provisions of this Act. (2) Without prejudice to the generality of subsection (1), the Cabinet Secretary may make regulations – (a) to provide a framework for collaboration between the National and county governments, and monitoring by the Commission on the implementation of this Act; (b) to provide for the procedures for the conduct of public participation under this Act; and view
