Yes, Madam Waziri, I want to ask a question related to the issue of compensation for the land that has been acquired by the Government for various projects. There are several residents of the County of Nyamira whose land was compulsorily acquired to construct Chebilat-Ikonge-Chabera Road. They have been waiting for compensation for quite a long time. Could the Ministry tell us what is causing the delay in compensating those residents of the great County of Nyamira? Related to the issues of land also is the rollout of this programme of digitization and conversion of titles to e-titles. This rollout ...

Madam Waziri, this is extremely common in Ngong. In fact, if you want to know the truth, you can send your undercover agents tomorrow. You will see that no official receipt is issued. Those who are able to pay are issued with their consent faster than those who are not willing to give the bribes. It is happening. I am sure I would not be wrong to say that this is duplicated in many land control boards across the country. However, the most notorious is Ngong. You can speak to the Law Society of Kenya (LSK) and they inform you.

Thank you, Mr. Speaker, Sir. For purposes of record, I would like to alert the Senator for Nandi, Sen. Cherarkey that HELB extends loans to students at the KSL, beginning from the year 2024/2025. I want that to go on record so that the people in Nandi are not misled. There is already an agreement between HELB and KSL. The issue of loans to universities is a big problem and there are many students from needy families who are being categorized in bands that their parents can never afford. I will give an example. My people in Nyamira are very ...

Thank you, Mr. Temporary Speaker, Sir, for giving me an opportunity to second this Bill that has been moved by the Senator for Kericho County. Mr. Temporary Speaker, Sir, for the record, I went to a school that is in a village where Sen. Cheruiyot comes from, in Kabianga. So, it is my pleasure to have served with him in NADCO. Without the spirit of give and take we would not have reached where we are today. I, therefore, would like to thank him and the Members that represented the United Democratic Alliance (UDA) coalition for coming with the spirit ...

We did not get everything that we wanted as the Azimio la Umoja–One Kenya Coalition Party and I am also sure that there are positions that were not representing the UDA coalition, but they agreed to accommodate in the spirit of give and take. Mr. Temporary Speaker, Sir, the spirit in NADCO was to ensure that when we go to the next elections, the person who wins the confidence of Kenyans and garners the majority of votes does not face a contestation in the Supreme Court. We hope that we will reach a situation where we love the person losing ...

should have votes counted is the seat of the President. Once it is done, you move to the County Governor, Senator, Member of National Assembly, County Women Representative, and then finish with Member of the County Assembly (MCA), in that order. That is what we are proposing in this Bill. It is all in the spirit of making it transparent, so that we adopt the system that we see in the USA, where at midnight, you will be told Trump or Harris has carried Florida and that becomes the end. Next, you will be told Texas has gone to Candidate ...

Mr. Temporary Speaker, Sir, yes, just to inform my good friend, Sen. Cherarkey. I am not aware of the alleged outsourcing of catering services by the PSC. Also, make it clear to the people of Nyamira who may be watching that I am certainly not one of those Commissioners who are pushing for the outsourcing of catering services.

Mr. Temporary Speaker, Sir, I am hearing it from Sen. Cherarkey. He seems to be highly connected to PSC Commissioners. I saw him enjoying a cup of tea prepared by our staff and I thought the food we serve is delicious and very tasty for our Members. I am not aware. I just want that to be on record. If there was such a push, certainly, the Senator for Nyamira and the Commissioner representing the Senate is not one of the Members pushing the outsourcing of catering services for MPs. I just wanted that to be on record.

Thank you, Mr. Deputy Speaker, Sir, for giving me an opportunity to make my voice heard on this Bill that proposes to make the county assemblies independent. I begin by thanking you as the author of this Bill. The people of Meru County should know that your Bill will contribute a great deal to stopping the fights that we have seen from the Meru County between the governor and the hon. MCAs. I have no doubt that once this Bill is enacted, we shall have peace in the County of Meru. I do not think there is any Senator who ...
