I once visited an ECDE center in Tinderet. The building I saw was not commensurate with what was given as money spent. I hope, as Sen. (Prof.) Ongeri has properly stated, that this Bill now empowers ECDE centres to have their own boards of management.   • 24 Feb 2021 in Senate: There is not much on transition because we are dealing with existing educational centres and creating a new framework on the management of ECDEs and qualification of teachers. If you look at the preamble to the Bill, it is addressing issues of management, operations of boards, admissions to the ECDE centres and quality assurance. First, I really want to thank the Committee on County Public Accounts and Investments Committee (CPAIC) for the good work that it has done and for presenting this 2,000 page plus report on the happenings in our counties. Devolution will never succeed unless we have prudent management of resources that are devolved to our counties. Oftentimes, the reasons are that if you are not able to grease the hands of certain officers at the counties, you will never be paid for work done at the counties. This has been a serious issue. People have lost their properties. Those who took securities through banks to finance their businesses have had their houses or plots auctioned because of failure by counties to pay pending bills. In my county, we have a stadium where we broke ground way back in 2014 and yet seven years down the line, this stadium has never been completed.   • 23 Feb 2021 in Senate: The other issue is on own-source revenue. Most counties are not able to meet the targets. They are still using analog systems in revenue collection at the counties. The easiest way of siphoning money from own-source revenue is to ensure that you are analog. I remember when the County Government of Nairobi City had automated the collection of revenue digitally; they were able to collect more.
